This report on the Aoji-ri Area is the sixth Project Anthracite site profile exploring different chemical production facilities throughout North Korea.
Overview
This paper delivers a critical assessment of North Korea's Aoji-ri chemical facilities, offering new insights into their role within the country's broader chemical weapons (CW) landscape. Leveraging open source intelligence and satellite imagery, the report clarifies the operational status, production capabilities and potential links to chemical weapons programmes at the 7th July Chemical Complex and 21st July Explosives Plant.
While the 7th July Chemical Complex historically produced key industrial chemicals and explosives precursors, there is no current evidence of active CW production. The site’s infrastructure and processes could support the synthesis of certain chemical warfare agents (CWAs), but critical gaps – such as the absence of chlorine and phosphorus chemistry – limit direct CW manufacturing. Many areas of the complex appear non-operational or repurposed for agricultural use, reflecting a shift away from military applications.
