China's Cyber Strategy and Western Deterrence Gaps

What might NATO governments need to do better to respond to China’s approach to cyber espionage?

In their most recent research, Dr Louise Marie Hurel and Dr Gareth Mott have argued that in order to respond to Russian and Chinese hybrid threats, NATO member states and allies can no longer view cyber as a siloed activity, confined to cyber-specific departments. What is needed is a whole-of-government approach that can impose costs on adversaries not through the creation of new institutions or tools but by better using existing ones in a more integrated fashion.

In this video commentary, Dr Louise Marie Hurel and Dr Ahana Datta Fasel discuss how China has used cyber as a testing ground for escalation, Western misperceptions which regarded these operations as isolated incidents rather than coordinated statecraft, and the critical need to develop effective deterrence strategies.
