It would require specialised equipment to transfer the uranium into the casks that it would have to be in to be moved safely...It would actually require transporting that material out of the country, and without Iranian cooperation, that in itself poses a lot of risks because the material might be either attacked or it might get lost, it might be stolen while in transport and that poses a range of nuclear safety and nuclear security risks."
