Acts of sabotage have emerged as a central tool of Russia’s hybrid warfare in Europe. Spanning arson attacks on warehouses, parcel bombs on logistics, attacks on railways carrying aid to Ukraine, and vandalism designed to be amplified on social media, these incidents may be individually small but they add up to a concerted and coordinated campaign to raise the cost of European support for Ukraine.
