I think we are still adjusting our ambition, which is that for most of the past 30 years, we have seen ourselves as like the US but smaller, trying to maintain a full spread of capabilities, a full spectrum force on a reasonable budget. We are still the third largest defence spender in NATO and one of the largest spenders in the world, but the forces have become increasingly expensive, we're not efficient at spending our money, and we also have these global ambitions, and then there are a series of different problems that affect each of the services differently."
