Russia has expended vast resources and carelessly or callously used up its people for a conflict where it has not achieved its minimum goals yet - but they are learning, developing some of their systems, and precise new ways of striking. They will come out of the war, whenever it ends, with new ways of fighting and thinking about war, and will pose a significant threat when they recapitalise their forces."
