The Iranian strategy here is very much about not trying to defeat the American military because they can't, but trying to impose such costs upon the world and the Americans and the global economy that continuing the fight becomes not worth it. And so what they've done over the years and decades is built up an extraordinary array of forces, mostly small, fast, and medium-sized boats equipped with all sorts of types of explosives, mines, missiles, and more recently, of course, drones, and so on.
