This research paper explores Ukraine's innovative wartime diplomacy and strategic communication efforts to counter Russian influence in Latin America and the Caribbean.

As Russia continues to wage hybrid warfare globally, Ukraine has developed a tailored communication strategy to engage with Latin America and the Caribbean, aiming to secure political support, economic opportunities and cultural partnerships. ​This paper underscores the importance of Ukraine’s proactive approach to diplomacy in Latin America and the Caribbean, emphasising shared values, human rights and security as key areas for collaboration.​

Key Recommendations

  • Short term: Increase awareness of the Ukraine–Latin America and the Caribbean Communication Strategy through targeted efforts, leveraging platforms such as UATV Español.
     
  • Medium term: Focus on values, human rights and security as central themes in Ukraine’s messaging. ​Expand multi-vector diplomacy through interparliamentary cooperation, engagement with the Organization of American States, and collaboration with universities, think tanks and the Ukrainian diaspora. 
    ​
  • Long term: Sustain diplomatic, political, economic and cultural relations with Latin America beyond the war. ​Organise the first Ukraine–Latin America summit by the end of the decade to solidify partnerships.
