The Hidden Front: Russia's Ongoing State Threats Campaign

This briefing provides an overview of the scale, scope and nature of the challenge Russian hostile acts pose, drawing on the Serious Organised Crime and Anti-Corruption Evidence research programme Research Paper: Old Wine, New Bottles? The Challenge of State Threats'. Although this research also examines the activities of other states seeking to revise the international order (hereafter referred to as the 'revisionist states'), it identifies Russia as one of the most prolific users of state threats on the world stage today.
