Keatinge said the threat may initially serve as a deterrent. To be truly effective, the U.S. will need to follow up with supplementary designations of entities involved in continued Russian oil trade in order to ensure that the impact is lasting. The expert said he doubts the countries will completely halt Russian oil purchases, but said "certainly in the case of India, it can be hoped that they reduce their buying dramatically."
