NATO and Russia
NATO was very quick to react in terms of the NATO air policing mission, but going forward I would argue that NATO and its allies have to be very clear about what is acceptable and unacceptable behaviour, signal that to Russia and signal what consequences they might meet if they persist. And NATO has to get better at detection, identification and tracking of these threats because right now Russia is playing its usual game of deliberately operating below the threshold of armed conflict."
