Tom Keatinge, the director of the Centre for Finance and Security at Rusi, the foreign affairs thinktank, said dealing with Iran “has always been a risky business as a financial institution because of this blurring between kind of state and the private sector. The private sector is not free to operate. It’s just very hard to operate in that country without touching a live rail.”[...] He said there was clearly a range of positions among ayatollahs but it would be “pretty difficult to operate in an industry like telecoms” without the acceptance of the core leadership.
