Putin ultimately needs successes to avoid appearing weak in potential negotiations. His army used the lull in fighting around May 9th to bring new forces to offensive positions. Ferris considers this symptomatic: “Russia doesn’t need to conquer every square meter of the Donbas. Putin’s aim is the political subjugation of Ukraine; the territorial debate is a diversionary tactic.”
