At the very outset of the war, Putin told Russia that the war won't damage or change the way you live your lives. And it has, most of all starting really this year, most painfully. The other reason why we know that Russians are aware of the manpower problems and the level of casualties is that Russia is having to spend more and more money to recruit people. And so the sign-on bonuses, if you will, are growing. And Putin recently announced that for the families of dead and injured soldiers, there would be debt relief for any family debt - and so he's having to make the recruitment effort all the more inviting."
