I think it's important to remember that Russia has been waging a hybrid war against Europe for years, unprecedented since the Cold War, and this involves cyber attacks, assassinations, fires in shops, in bus stations and also drones. So you have to see what is Russia's intention. Russia does not see this hybrid war as completely distinct from a conventional war. For Russia, it's a strategy, and it can be a preliminary, or something that happens at the same time as conventional warfare."
