Why Mass Casualty Acceptance is Part of Russian Warfare

Despite already significant battlefield casualties, Moscow does not believe it has a personnel problem. Russia’s acceptance of significant loss of life in wartime is part of its historical and current approach to warfare. But the Kremlin is beginning to acknowledge areas in which its military capabilities are lacking.
