On the Horizon Volume 8 features research from the 2025 CSIS PONI Nuclear Scholars Initiative. The chapters explore how advances in technology and geopolitical shifts affect nuclear deterrence and escalation management. Key topics include the integration of AI into nuclear command and control, the implications of China's emerging nuclear breakout, and Russia's increased reliance on nuclear deterrence. The collection also examines regional dynamics in Asia and the Middle East. By blending technical expertise with policy discussions, these papers help illuminate the complexity of emerging nuclear strategy.
