Overview
Russia has engaged in an expanding campaign of sabotage, subversion, and economic disruption across Europe, seeking to disrupt support for Ukraine and impose costs on its adversaries. This project seeks to track Russian activity, document and evaluate Russian forms and methods, and understand how this activity can be deterred or countered. The project also looks to identify points of convergence between Russia and Iranian, Chinese and other threat actors working to undermine European security.

Aims and objectives
The project aims to provide detailed studies of how the Russian special services are targeting Europe, the development of their techniques, and objectives. The project also endeavours to understand the structure of the Russian special services and their capacity. By understanding what the Russians are trying to achieve and why, how they execute this intent, and the options available to them, the project endeavours to inform European policymakers as to how these threats can be deterred, disrupted, or countered.
