Mapping practical understandings of responsible cyber behaviour and cyber policies across the world to inform a conceptual global cyber policy framework.




The global cyber landscape is increasingly challenging. The growing global dependence on digital technology and the internet brings with it serious risks and vulnerabilities, which state and non-state actors alike are exploiting to further their ends. Disruptive cyber operations are increasingly being used by hostile actors worldwide as they seek to achieve strategic advantage through cyberspace.

Despite the positive achievements of multilateral forums, increasing tensions between key players are making it hard to achieve an international consensus on responsible cyber behaviour and how this can be effectively promoted. We currently lack information on how a wide range of countries and stakeholders are approaching the question of responsible cyber, including the practicalities of promoting and implementing cyber policies.

The focus of this project was to map practical understandings of responsible cyber behaviour by conducting evidence-based research and connecting experts from different sectors and regions to reflect the diversity of views on the topic.

Aims and objectives

The project aims to:

  • Facilitate and stimulate a dialogue for critical reflection on responsible cyber behaviour and its national/regional nuances.
  • Enhance evidence-based understanding of how developed and developing countries interpret responsible cyber behaviour.
  • Develop and integrate indicators to assess different dimensions of responsible cyber behaviour.

Project outputs

RUSI’s Cyber Programme conducted in-depth research, organised events and promoted an international dialogue on responsible cyber behaviour. These activities were designed to inform the development of a framework for responsible cyber behaviour, with the purpose of understanding responsibility through practical examples across regions.

The Global Partnership for Responsible Cyber Behaviour (GP-RCB) also engaged a diverse range of scholars, high-level experts and other stakeholders to organise dialogues, co-produce research and develop a Compendium on Responsible Cyber Behaviour that was reflective of the diversity and cultural sensitivities embedded in thinking about responsibility in practice.
