Announced as part of the Integrated Review Refresh 2023, the Integrated Security Fund (ISF) has been designed to enhance the government’s ability to effectively address some of the UK’s most pressing national security priorities.

Formed by combining the Conflict, Stability and Security Fund (CSSF) and a range of smaller government funds, the ISF will replace the CSSF in April 2024. The changeover aims to link up the UK's domestic and overseas security to strengthen the government’s response to challenges such as smuggling and illicit financial flows.

With a budget totalling almost £1 billion, the ISF will expand the remit of the existing CSSF. Key themes of our discussion  included:

  • How the government aims to use the ISF to help bolster UK national security and resilience.
  • The ways in which the ISF aims to retain the strengths of the CSSF and its key features.
  • What forms of intervention the ISF’s expanded remit will enable.


Baroness Neville-Rolfe DBE CMG, Minister of State at the Cabinet Office, reflected on how the ISF intends to build on the strengths of the CSSF, as well as how the government aims to use the expanded remit of the ISF to help bolster the UK’s security and resilience in the face of emerging and long-standing threats.
