Biography

As Director of NATO Policy, Jobe leads Global Shield's advocacy to turn Article 3 resilience commitments into enforceable standards and measurable outcomes to reduce catastrophic risk.

Jobe has more than 20 years of experience in transatlantic security and resilience, defence policy, and crisis response. He previously served in senior roles at the Pentagon's Office of the Under Secretary of Defence for Policy, overseeing multi-billion-dollar global security cooperation programs and leading major crisis response efforts.

He also led a team in the Europe and NATO Policy office focused on NATO's Eastern Flank, working with allied governments to support Ukraine, strengthen defence cooperation, and build Article 3 resilience. Earlier in his career, Solomon worked across stabilization operations, disaster preparedness, and humanitarian response in Afghanistan, Southeast Asia, and beyond. He holds a BA in International Relations from the University of California, Davis, and an MA in International Conflict Analysis from the University of Kent.
