Biography

Rupert Small is the founder and CEO of Egregious, a London-based startup building autonomous agents that detect and defend against coordinated inauthentic behaviour at scale. A mathematical physicist by training (PhD, Bristol), he began his career at Flexciton, developing optimisation systems for semiconductor fabs, before serving as Chief Data Scientist at a global maritime fleet management enterprise. He then led the Applied Science function at Improbable Defence, delivering Operational Decision Support capabilities to the Ministry of Defence and the UK's national security community.

At Egregious, he now applies that experience to the contested information environment, where synthetic influence operations and networked deception increasingly shape political, commercial, and security outcomes.

The UK Cyber Effects Network seeks to build and strengthen a UK community of interest that fosters informed debate around the theory and practice of offensive cyber and other cyber effects operations.
