Biography
Leila Pourarkin has worked on energy and climate policy for over 20 years, primarily within the UK Government. She led the UK’s international climate finance programmes, focusing on the energy transition in emerging economies through both blended finance and technical assistance. In the lead-up to the Paris Agreement, Leila served as an EU climate negotiator, playing a central role in shaping the Agreement’s international transparency and accountability framework.
Over the past four years, she has advised corporates, governments, and non-profit organisations on decarbonisation strategies, working as a Partner at Kaya Partners. The focus of her work has been energy and heavy industry policy, geopolitical drivers, political economy analysis, and climate diplomacy. Leila holds a Master of Public Administration in Environmental Science and Policy from Columbia University and an MBA from ESCP Europe Business School.
