Oana Popescu-Zamfir

Oana Popescu-Zamfir is Senior Research Fellow - European Security and Head of the RUSI European Security in Transformation programme.

She was State Secretary for EU Affairs in the Romanian government, foreign policy adviser to the president of the Romanian Senate, and a member of the Consultative Council for European Affairs of the President of Romania. She is also an associate researcher of the European Council on Foreign Relations, as well as a Fellow of the Europe's Futures Initiative (Vienna), and of the Agora Strategy Institute (Munich). She was a Carnegie Europe associate expert, she founded and led the GlobalFocus Center, a Bucharest-based independent foreign policy and security think-tank with a focus on Central and Eastern Europe and served as programmes director of the Aspen Institute Romania.

Her work focuses on geopolitics in the EU/NATO neighbourhood, strategic competition and transatlantic relations, global political risk and strategic analysis, shifting models of governance, democratic resilience and political radicalisation, hybrid threats, influence operations, cognitive warfare and maritime security.

Oana was a Fulbright scholar at Yale University and completed executive studies at Harvard University and the University of St Andrews. She has an MA in International Relations and a BA in English-Spanish Philology.
