Biography
Dr Marcin Łukowski is a Doctor of Law, sanctions compliance expert, researcher, and practitioner with over a decade of experience in trade compliance, export controls, international law, and anti-money laundering. He is a Certified Global Sanctions Specialist (CGSS – ACAMS). He is committed to promoting the understanding of sanctions law and compliance in public and private sector.
He is currently the in-house EMEA Trade Compliance Manager, where he oversees sanctions, export controls, and broader trade compliance frameworks. Previously, he held senior positions in the private sector as well, managing global compliance teams and advising on complex international sanctions regimes.
Dr Łukowski serves also as a Senior Expert on EU Sanctions Due Diligence at the EU Sanctions Helpdesk, funded by the European Commission, and provides consultancy services under the Council of Europe’s sanctions programme. During his traineeship at the European Commission, he contributed to drafting the 'EU Guidance on Internal Compliance Programme (ICP) for Dual-Use Trade Controls'.
He is a lecturer in sanctions and trade compliance and has trained over 1,500 professionals in the field. He has published extensively on sanctions enforcement and implementation, including his recent peer-reviewed article 'How Frontline States Tackle Sanctions Against Russia: Implementation and Enforcement Dynamics in Poland and the Baltics' in the Journal of Economic Criminology (2025). He is the author of several other academic publications, including a monograph—awarded by Poland’s Internal Security Agency—on Private Military and Security Companies.
He was nominated for Wolters Kluwer’s 'Rising Stars: Lawyers – Leaders of Tomorrow 2024' award.
