Biography
Jessica Graham is an international law enforcement and environmental security policy expert with more than fifteen years of experience advising governments, universities, multilateral institutions, and international organisations on strategies to prevent and disrupt transnational environmental crime.
Jessica has led the design and implementation of global counter-trafficking and governance initiatives across Africa, Latin America, and East Asia, with a focus on strengthening institutional accountability, advancing cross-border cooperation, and shaping international policy responses to counter the illegal wildlife trade. Jessica has served in Senior Advisor roles with the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) and on the former President’s Task Force on Combating Wildlife Trafficking in 2014, INTERPOL's Illicit Trade Sub-Directorate, and as an Expert for the Global Initiative on Transnational Organized Crime.
She is the President of JG Global Advisory and serves as an Advisor on Boards, including Global Conservation, and The Conservation Project International (T-CPI). She is an author, speaker, and thought leader with published research on cross-sector criminal issues, including how wildlife trafficking occurs at the intersection of corruption, fraud and money laundering, fuelling illicit trade globally.
Jessica holds a master’s degree from the University of California, San Diego and a bachelor's degree from the University of Florida where she studied Mandarin Chinese, international affairs, and environmental policy.
