RUSI Convenes Western Balkans Security Roundtable

RUSI roundtable on security in the Western Balkans, 21 October 2025

This roundtable discussed the array of security threats facing the Western Balkans and the ways in which the region can counter threats and contribute to European security.

Following opening remarks from Mr Igli Hasani, former Albanian Foreign Minister and current Chairman of the Parliamentary Committee on Europe and Foreign Affairs, the discussion was moderated by RUSI Associate Director, Dr Jonathan Eyal.

The dialogue focussed on identifying common threats and vulnerabilities, with discussions focussing on ‘Grey-Zone’ or hybrid threats, ranging from disinformation to illicit campaign finance to drone incursions. The roundtable also provided an opportunity for participants to discuss countries’ capacities to be security providers, better protecting themselves and Europe from malign threats.

The discussions at RUSI were a timely reminder that the Western Balkans must not only adapt to the changing nature of security threats but also redefine its role in addressing them. The region can no longer be seen merely as a security consumer; it must be recognised as a contributor to collective resilience. Strengthening local capacities to address vulnerabilities is essential not only for our own stability but for Europe’s as a whole.

On the event, RUSI Associate Fellow and Lecturer in Law at King’s College London Dr Andi Hoxhaj said:

The UK, as a non-EU member, should go beyond issues of migration when engaging with the Western Balkans, as migration primarily remains an internal UK political issue. Instead, it is crucial to establish long-term, multidimensional partnerships based on shared values, and capacity building to address malign influences and common security threats. Such approach would encourage better relations, help shift internal UK perceptions of the Western Balkans towards a more constructive and collaborative relationship, and ultimately contribute to increased stability and security for Europe.
