The Northern Ireland example is one that Israelis in the security and defence sector will often refer to, mainly because it’s relatable in the intimacy, the proximity of the violence. They tend to say examples from Colombia or Afghanistan or Iraq don’t really convey the nature of what it’s like to live with an adversary with a threat being so intimately there...That said, there’s still an absence of a sophisticated plan for how to carry this out, even on the Israeli side. DDR provides a roadmap, but it must be adapted to the unique conflict dynamics on the ground. And that’s where it becomes very complicated.”
