CYBERTHREATS

Dr Louise Marie Hurel, a cybersecurity and technology researcher at the Royal United Services Institute in London, said the sophistication with which Singapore is handling the situation deserves attention. [...] The latest move to release new details of the UNC3886attack beyond what was disclosed in July 2025 suggested that Singapore was careful in testing its approach to public cyber attribution. [...] Rather than being escalatory, the move depicts Singapore’s “art of hedging” in the geopolitical arena, Dr Hurel said, noting that countries in the region also displayed this characteristic. [...] Singapore’s approach, she added, should offer a reference point for how Global South countries think about and conduct attribution of cyberattacks – and “have a reasonable discussion of what should be the baseline expectations of how to do so in a credible, consistent and evidence-driven manner”.
