I think it is one of the fundamental challenges with ransomware that the majority of the criminals are out of reach of Western law enforcement. And there are no exact statistics about this, but I'm pretty confident saying that the majority of them are based in the Russian Federation or in parts of the former Soviet Union, where law enforcement are not inclined to go after them.
