Rachel Ellehuus, director-general of RUSI, said the key question was whether the proposal would mean “action, or simply more process”. “Legitimacy does not come from creating a new Europe security strategy, security protocol, or European Security Council,” she told Euractiv, arguing that similar structures already exist bilaterally, through smaller groups and via NATO. European countries instead need to act “quickly and decisively” and procure the capabilities needed for deterrence and defence, she said.
