The Afghan insurgency is pervasive, persistent and gaining in strength. There are enormous obstacles to counter-insurgency and transition in Afghanistan, and eff orts to defeat the insurgents are unlikely to succeed. There is an urgent need for an inclusive peace process, involving steps towards negotiations with the Taliban.
