Richard Teuten will talk about the changes implemented following 2003 to improve the British Government’s ability to contribute to post-conflict reconstruction. Cross-Whitehall co-ordination has been strengthened and funding mechanisms revised. The Post-Conflict Reconstruction Unit was established in late 2004 to enhance civil-military coherence and to deploy civilian expertise early in stabilisation crises. Have these initiatives fully succeeded or is there more to do?
