Whitehall Dialogue - Responding to International Military Crises

The UK National Security Strategy published in October 2010, identified an international military crisis as one of the top tier risks facing the UK. Julian Miller will consider how this judgement looks fourteen months on and will outline the way the National Security Council has responded to unfolding events, including in Libya.

Julian Miller CB joined the Civil Service in 1980, after gaining a doctorate in biological sciences.  Posts in the Ministry of Defence included the Air Staff Secretariat, central finance, NATO policy and Private Secretary to the Armed Forces Minister. He was a resident member of the Civil Service Selection Board for six months. Julian was attached to the Foreign Office from 1992 to 1996 as First Secretary and subsequently Counsellor, European Defence at the UK Delegation to NATO. He returned to the Ministry of Defence as Head of Resources and Programmes, responsible initially for the Army budget and then for co-ordinating force structure and financial aspects of the 1997 Strategic Defence Review. He was Private Secretary to the Defence Secretary for two years from September 1999. He was then appointed Chief of the Assessments Staff in the Cabinet Office. He returned to the Ministry of Defence in November 2003 as the Director responsible for Service Personnel Policy and was Director Strategy and Resources from January 2006. In September 2009, he returned to the Cabinet Office and was appointed Deputy National Security Adviser in July 2010.
