Drawing on Sir Sherard Cowper-Coles's experience during three decades as a British diplomat, this lecture examined the balance between national security and foreign policy, and between strategy and tactics, in promoting Britain's interests overseas. Sir Sherard assesses the roles of the Foreign Office and of British diplomatic missions, alongside the other tools of national power.
Sir Sherard Cowper-Coles KCMG LVO was a member of HM Diplomatic Service for thirty two years, serving in Cairo, Washington and Paris, and as Ambassador in Tel Aviv, Riyadh and Kabul. In London, he worked in the Policy Planning Staff, as Private Secretary to the Permanent Under Secretary, on European Security, as Head of the Hong Kong Department in the three years before the handover, as Principal Private Secretary to the late Robin Cook and as Special Representative for Afghanistan and Pakistan. He took early retirement in 2010 and is now Business Development Director, International, at BAE Systems plc.
