Hosted by RUSI's Centre for Financial Crime & Security Studies, former special adviser to the chairman of the Joint Chiefs of Staff and senior associate at the Carnegie Endowment Sarah Chayes will be launching her new book Thieves of State and demonstrating the striking – and unrecognized – role of corruption as a driver of many of the security crises confronting the world today.
As part of its research on illicit economies and kleptocratic governance and the transformational effect this has on the global security landscape, the Centre on Financial Crime & Security Studies is delighted to welcome Sarah Chayes to RUSI to discuss her impressive new book, Thieves of State. With extensive research and her own experiences during the Afghanistan war, Chayes constructs a vivid prism through which to comprehend the escalation of political violence and failing of states – that of corruption. Chayes explores this pattern of illicit statehood throughout history, illustrating that this pervasive problem forms, to a large extent, the crucial underbelly of international instability.

Sarah Chayes is a senior associate in the Democracy and Rule of Law Program and the South Asia Program at the Carnegie Endowment. Formerly special adviser to the chairman of the Joint Chiefs of Staff, she is an expert in kleptocracy and anticorruption, South Asia policy and civil-military relations.
A former reporter, she covered the fall of the Taliban for National Public Radio, then left journalism in order to contribute to the reconstruction of the country. After running a nongovernmental organization, Chayes launched a manufacturing cooperative, Arghand, that produces skin-care products for export from licit local agriculture.
In 2009, she served as special adviser to Generals David McKiernan and Stanley McChrystal, commanders of the International Security Assistance Force (ISAF), and then in 2010 became special adviser to Chairman of the Joint Chiefs of Staff Admiral Mike Mullen.
Her most recent book, Thieves of State (WW Norton and Company) will be available in hardback on 03 March 2015.
