The Future of UK Security, Law Enforcement and Intelligence Co-operation with the European Union

A conversation with Sir Julian King GCMG KCVO, RUSI Distinguished Fellow and former EU Commissioner for the Security Union, and Sir John Scarlett KCMG OBE, RUSI Vice-Chair and former Chief of the British Secret Intelligence Service, on Brexit’s implications for the future of UK security, law enforcement and intelligence co-operation with the European Union.

Post-Brexit, UK police and security agencies were keen to maintain access to SIS II, an EU database with real-time crime alerts, to the European Criminal Records Information System, and the Prüm information-sharing arrangements for DNA and fingerprints. However, the recent negotiations highlighted remaining uncertainties and difficulties in how to manage data for law enforcement and intelligence co-operation.

As the UK begins new relationships with the European Union and its member states, Sir Julian and Sir John will discuss what the new deal means or could imply for the future of UK security.

Sir Julian King GCMG KCVO served as EU Commissioner for Security Union from 2016 to 2019. He joined the Foreign and Commonwealth Office in 1985 and served as Ambassador Ireland and subsequently to France,  as well as UK Representative on the EU Political and Security Committee. Sir Julian is a graduate of Oxford University and the Ecole Nationale d’Administration, Paris.

Sir John Scarlett KCMG OBE served as Chief of the British Secret Intelligence Service (SIS or MI6) from 2004 to 2009. Sir John joined SIS in 1971 and over the next 20 years served in Nairobi, Paris and twice in Moscow as well as several assignments in London. He was appointed Chairman of the Joint Intelligence Committee (JIC) in September 2001. Sir John is a member of the State Honours Committee; Vice President of the UK Association de la Legion d’Honneur and a Trustee of the Friends of the French Institute in the United Kingdom.
