A lecture by Deputy Assistant Commissioner Stuart Osborne, Senior National Coordinator for Counter Terrorism, Metropolitan Police

DAC Osborne will explore the current threat to the UK posed by Al Qaeda core and affiliates, the geographical shift of international counter-terrorism efforts and their effect on the Al Qaeda network, including the evolving Al Qaeda methodology, and the effects of kinetic strikes on Al Qaeda's command and control structures. This lecture will also cover the role of the Senior National Co-ordinator for the Counter Terrorism Policing network in the UK and some examples of UK-based Counter-Terrorism Operations since 2009. 

Stuart Osborne joined the Metropolitan Police in 1981. He has held uniform and detective posts at all levels and worked extensively in partnership with the Foreign and Commonwealth Office, military and law enforcement agencies both in the UK and internationally.

In recent years he has played a major role in various business change and service improvement activities. In 2005 he was a member of the HMIC team set up to assess forces 'protective services' capacity and capability as part of the 'Mind the Gap' HMIC report into optimum force sizes. After successfully piloting these measurements, he led within the MPS Service Review to examine the organisational structure and identify efficiencies and new working practices to enable the roll out of neighbourhood policing and other strategic modernisation agendas.

During the terrorist attacks on London in July 2005 he played a major role in the strategic co-ordination of police, other blue light services and numerous other support organisations to manage the developing scenarios, allow London to function and return to normality whilst also supporting the investigation to ensure the safety and support of communities.

In 2006 he was seconded as the Deputy Director of the National Leadership Academy for Policing and then promoted to Director. He led the implementation work for the formation of the National Police Improvement Agency which works to improve policing policy and practice across the UK, a flagship organisation arising from the Government Policing Reform Agenda.

In April 2007 he returned to the Metropolitan Police Service as the Director for Professional Standards, leading on anti-corruption investigations and overseeing sensitive enquiries relating to Official Secret Act offences, deaths in custody and fatal police shootings.

In January 2009 he was appointed National Coordinator of Terrorist investigations and in May 2009 was promoted to DAC Senior National Co-ordinator Counter Terrorism. In January 2010 DAC Osborne took over as head of the Met's Counter Terrorism Command.

He was awarded the Queens Police Medal in 2011.

Stuart has a Masters Degree in Security Management, a post graduate diploma in Criminology and Police Management and has extensively researched and written on the typology and methodology of those who commit short term commercial hostage taking often referred to as 'Tiger Kidnaps'.
