At this Modern Deterrence executive briefing Jānis Sārts, Director, NATO StratCom Centre of Excellence, will explore the risks around the dissemination of personal information online, and give his solutions on how to counter it.

In late 2018 NATO Strategic Communications Centre of Excellence explored the risks posed by the vast amount of personal information disseminated online. A number of highly publicised cases have shown how an actor with malicious intent can collect and use this information and cause harm to individual users, armed forces, and societies in general. Such technological innovations can be used to deepen already present societal weaknesses that can further destabilise our societies. Jānis Sārts will explore these risks and give his solutions on how to counter it.

Jānis Sārts, Director, NATO StratCom Centre of Excellence 

Jānis Sārts began his career in the Ministry of Defence after graduating from the University of Latvia in 1994. Three years later he was promoted to director of the Defence Policy Department, where he was in charge of development and implementation of Latvia’s annual national plans for membership to NATO.

From 2002 – 2007, Mr. Sārts headed the Defence Section of Latvia’s Delegation to NATO and EU in Brussels. During that time, he was also a Special Advisor to Georgia on defence reforms and NATO integration plans.

He was State Secretary of the Ministry of Defence, Latvia for seven years (2008 – 2015), leading defence sector reforms during an economic crisis period, developing a new state defence concept, and encouraging regional defence cooperation within NATO and the EU.

From 2012 to 2015, Sārts also headed the Latvian government’s efforts to increase its security and defence in cyberspace, serving a Chair of the National Cyber Security Board. In addition, he oversaw the work of the National Information Technology Security Incident Response Institution, CERT.LV.

In July 2015, Sārts was appointed as Director of the NATO Strategic Communications Centre of Excellence, based in Riga.
