Defence Acquisition Conference Image 2014This high level conference by RUSI and Cranfield University will discuss the defence acquisition process ahead of the next UK Strategic Defence and Security Review taking place next year (SDSR 2015). It will bring together an international audience drawn from across the UK Ministry of Defence, senior military representatives, policymakers, industry and analysts.

One clear requirement identified in SDSR 2010 was the need to regularly reassess capabilities against a changing strategic environment alongside mandating a further review in 2015 after the mid-year General Election. SDSR 2010 deliberately focussed on the decisions that had to be taken in the next four years, and left to 2015 those decisions which could better be taken in the light of further experience, the impact of the structural reforms made across defence and developments in the wider economic situation. Although proposals to contractorise the provision of commodities and services continue, the more radical wish to transform DE&S into a ‘GoCo’ has stalled, primarily through a lack of competition and the entirely justified reluctance of defence industry to take on unresourced risks.

The agenda will critically examine the current and expected future environment for Defence and identify what reforms are now required as well as the issues that SDSR 2015 must tackle – and how.

The Keynote Address will be delivered by Mr Philip Dunne MP, Minister for Defence Equipment, Support and Technology.

The conference, over five focussed sessions will consider:

  • The political, environmental, financial and management challenges that the UK’s defence acquisition process faces.
  • The key acquisition challenges that SDSR 2015 must consider and resolve.
  • The possible constructs and tensions between future defence acquisition solutions and the implications for DE&S.
