All NATO summits seem to be meeting at times of 'critical choice'. The NATO summit in Brussels on 11-12 July will be no different, but more importantly, it will straddle some near-term and major structural changes in the global security environment that have the power to overshadow anything NATO agrees, unless it can get ahead of the trends.
It will be the first full summit since Donald Trump was elected US President. There are significant policy differences between the US and the European allies over North Korea, Iran, sanctions, trade protectionism, burden-sharing and much else. Yet there may now be converging views over Russian behaviour and how to respond to it; and the security and military bureaucracies among the major NATO partners still represent important elements of continuity. This briefing aims to explore how NATO is really measuring up to European security challenges and to understand what lies beneath the words of its final communique.
