NATO Sea Power: The New 360° Maritime Frontier
Sea Power was a critical part of NATO’s deterrent posture throughout the Cold War. But after the fall of the Berlin Wall the focus on Sea Power for deterrence and for European security gave way to expeditionary capabilities aimed mostly a asymmetric threats in far-away places. Since 2007 that picture has changed in several ways: the return of the Russian Navy as a blue water competitive force with new capabilities such as Kalibr land attack cruise missiles on Frigates, Submarines and Corvettes; a robust deployment programme in the Baltic, Mediterranean and Black Seas as well as the North Atlantic, and a desire to showcase these capabilities for strategic effect in exercises like ZAPAD-17. But the NATO maritime challenge is much wider, including illegal migrant trafficking in the Aegean and Central Mediterranean, threats of terrorist and insurgent use of the Mediterranean and Red Seas, new threats to merchant shipping and transnational trafficking in arms, oil and other items that impairs stability. Maritime Command runs NATO’s Operation Sea Guardian which addresses many of those threats to stability in the Mediterranean.
As a result, revitalizing NATO Sea Power is now recognized as a priority, with NATO efforts to improve its maritime posture and a heavy emphasis on maritime command and control in ongoing discussions over NATO Command Structure Adaptation. This Seminar and briefing will provide an update on NATO naval activity over recent months, the Russian Federation Navy dimension, its cooperation with EU missions, the range of maritime challenges across 360 degrees of arc and will consider the way forward in reconstructing Alliance Sea Power to respond to competition, deter aggression and to project stability.
