Bolstering Counter-Proliferation Efforts within the Global Supply System: A Conversation with Stephen E. Flynn

In this luncheon conversation, Stephen Flynn will share the preliminary findings and recommendations of this assessment of the current state of global supply system security.

In the aftermath of 11 September 2001, the US Government undertook a number of unilateral, bilateral, and multilateral efforts to reduce the threat of non-state actors acquiring, transporting and using weapons of mass destruction.  These actions largely overlooked the potential for the private sector stakeholders, who own and operate much of the global transportation infrastructure system, to serve as full-fledged partners in counter-proliferation efforts.  With a new US presidential administration entering office in January 2017, Dr. Stephen Flynn has been leading a comprehensive assessment of the current state of global supply system security.  The project will provide an alternative strategic framework and policy recommendations that more effectively engage maritime transportation's industry stakeholders in a comprehensive global approach to managing the growing proliferation risk.

Dr. Flynn’s project, which is sponsored by the John D. and Catherine T. MacArthur Foundation, aims to identify measures that can enhance the visibility and accountability of global trade flows.  Success requires undertaking meaningful public-private collaboration with the maritime transportation industry and devising sustainable economic incentatives that better enhance and sustain counter-proliferation goals. 

In this luncheon conversation, Stephen Flynn will share the preliminary findings and recommendations of this project with the aim of soliciting critical feedback from the participants.

Speaker Biographies

Jennifer Cole is a Senior Research Fellow at the Royal United Services Institute for Defence and Security Studies (RUSI), working within the National Security and Resilience Department. Since joining RUSI in January 2007, Jennifer's research interests have focused on the UK's emergency preparedness and response capabilities.

Dr. Stephen Flynn is a Professor of Political Science and Director of the Center for Resilience Studies at Northeastern University in Boston. Previously, he served as President of the Center for National Policy in Washington, DC and spent a decade as a senior fellow at the Council on Foreign Relations in New York.  In 2008 he served as the lead homeland security policy adviser for the Presidential Transition Team for President-Elect Barack Obama. He is a frequent media commentator and contributor to Foreign Affairs, and the author of two widely-cited books, The Edge of Disaster: Rebuilding a Resilient Nation and America the Vulnerable.  He served as a commissioned officer for 20 years in the U.S. Coast Guard.
