Countering Piracy: The Challenge of Prosecution

As international efforts to disrupt pirate attacks in the Gulf of Aden have proven increasingly effective, it is now the difficulties involved in successful prosecution and incarceration that pose the greatest threat to maritime freedom in the area. What progress has been made in terms of international efforts to address such challenges, and can experience gained in the Gulf of Aden be built upon to tackle the very different form of piracy that prevails in the Gulf of Guinea?
