Missed Opportunity: How Failures of Leadership Derailed the SDSR

The SDSR was a chance to lay the groundwork for serious defence reform,
but it was litt le more than a rushed spending review, argues former insider
Matt Cavanagh. Its failure is both a missed opportunity, and a threat to the
ability of the government’s other defence reforms to have a serious impact.
The Ministry of Defence must overcome its chronic failure to prioriti se and
be more realistic in its specifications – and the government must bring the
SDSR up to date with post-Libya foreign policy.
