Exploiting Space For Conventional Defence and Security

The aim of this Whitehall Paper is to identify where space assets might be developed and better utilised to enhance conventional capabilities, and to propose future policy options open to Western political, military and technological decision-makers. As new and more capable satellites become operational, there should be an even more dramatic shift toward using space systems for battlefield management, precision weapons delivery, missile targeting and secure high-capacity communications. Taking account of limitations in the Western Alliance’s space programmes and capabilities, the study seeks to identify a number of important options for the future and focus particularly upon NATO’s prospective capabilities.
