This Whitehall Paper seeks to determine the future utility of nuclear weapons in general, and short range nuclear forces in particular, in any strategy of minimal deterrence. The development of these weapons and their rationale will be reviewed, with emphasis given to their public acceptability and the political advantages and disadvantages which accrue from their possession. Future policy options will then be explored, assessing the contribution or otherwise of short range nuclear forces to a strategy of minimal deterrence within the changing framework of international security.
