The present Whitehall Paper is the outcome of a conference held by the RUSI, involving most of the participating countries of the Partnership for Peace programme. The conference sought to adopt a novel approach. Rather than have set speeches, the conference confined itself to only a few keynote addresses, and opened the floor for the participants to address each other more directly. The participants split into various workshops, and reports were complied for their workings, for presentation to the plenary sessions. Both the key note speeches and the reports from the workshops are included and, although they cannot purport to document exhaustively all the shades of opinion expressed during the two days of the conference, they do provide a hopefully accurate summary of the aspirations, anxieties and preoccupations of all participating nations about the future security arrangements in the European continent.
