Rapid Dominance - A Force for All Seasons

There is nothing new in the notion of using force to affect an adversary’s will or in relying on ‘shock and awe’ to achieve the requisite objectives. What is new, an in the authors’ judgement, what is the fundamental challenge in this endeavour, is transforming the intent to influence will and perception into actual capability for creating shock and awe. This, in turn, means using these requirements of Rapid Dominance as the principal determinants for developing the military doctrine, tactics, capabilities and perception. That is the challenge this Whitehall Paper poses.
