Civil-Military Relations in Afghanistan: Time for Radical Reform

Although the security environment in Afghanistan is safer than Iraq, NATO forces are still struggling against an ongoing insurgency and the police forces there remain severely underdeveloped. Afghanistan is still considered by the security community as the ‘make or break’ mission for NATO, and the urgency of the situation cannot be overstated.
The new strategic plan announced by Mr Brown on 12 December represents a step in the right direction, but it is not enough. Substantial reform by NATO allies is needed now if the Alliance is ever going to be ready to hand over control of the currently unsecured provinces to Afghan national forces.
